ipsec-interface: split ipsec_interface.h off from kernel_xfrm_interface.h
And drop any remaining #ifdef USE_XFRM_INTERFACE wrappers around
the #include.
Will need to:
- add xfrmi functions to kernel_ops
- rename all the structures
