pfkeyv2: on OpenBSD, bind SA to ipsec-interface device
OpenBSD uses the interface's name's number (sec1 uses 1) as the
.sadb_x_iface_unit.
Note that this means sucking in <netinet/ip_ipsp.h> to get the
definition of IPSP_DIRECTION_{IN,OUT}.
