kernel: add enum directions INBOUND,OUTBOUND,BOTH to specify expected policy
Simplify enum expect_kernel_policy, to PRESENT, MISSING and DON'T CARE
(i.e., remove direction assumption). Map directions onto
expect_kernel_policy
based on direction being operated on only.
close #1916 pass lset_t directions into delete_spd_kernel_policies() ...
