close #1928 replace cipher_normal() with cipher_v1(), it's only used by

ikev1: pass/use IKE w/ key into close_and_encrypt_v1_message()
For Quick messages, was relying on the Child (IPsec) SA having
a copy of the IKE (ISAKMP) SA's oakly details.
One less reason for the Child cloning internals of IKE.
