ikev2: make v2_INFORMATIONAL_liveness_exchange fully functional
Handle liveness requests in v2_INFORMATIONAL_liveness_exchange
(instead of the more generic v2_INFORMATIONAL_exchange).
Include the mobike response hack (send message everywhere), see:
#1945 when mobike, respond on both interfaces
Also clean out v2_INFORMATIONAL_exchange's responder, removing
code left over from when it handled redirects.
close #1944 investigate ... ESTABLISHED_IKE_SA; liveness for 2 ignored

ikev2: add ikev2_expected_payloads .exact_match
Stops .optional=LEMPTY also matching EVERWHERE_PAYLOADS.
Needed by LIVENESS responder which needs to only match
an empty encrypted message.
