ikev1: add/use build_v1_modecfg_from_md_in_reply_stream()
in ikev1_xauth.c
change:
md->v1_note = v1N_CERTIFICATE_UNAVAILABLE;
return STF_INTERNAL_ERROR;
to return STF_FATAL instead
(the function name mouthfull comes from the code using the
global to pass REPLY_STREAM down to ikev1.c; ikev2 uses
the state)
