ikev1: merge is_virtual_net_used() and check_virtual_net_allowed()
into is_virtual_net_allowed(d)
- drop effectively dead code allowing overlapping IP
- note that it is called from within SPD loop, yet has no SPD
parameter, i.e., it should be kicked out
