testing x509: eliminate swan-prep --x509 --x509name {east,west,...}
for instance, WEST loads EAST's certificate
this leaves --x509name being used for weird certificates

testing x509: add nss-pw to the repo, update scripts
- change dist_certs.py to read nss-pw instead of create it
- run selfsignedcerts.sh from /testing
- split nss.sh into generate.sh and import.sh, use nss-pw
- update tests
