linux xfrmi physical dev is optional since linux 5.3
Pluto does not need to set phy dev on newer kernels,
since September 2019.
Since Linux commit 22d6552f827e ("xfrm interface: fix management of
phydev"), phydev is not required anymore.
If the version is > 5.3 do not set physical dev in xfrmi
