testing: use `ipsec addconn --name ...` in
x509-profile-03-basic-constraints-ca
Replace the run() command with the ./run.sh script based
loosely on ipsec-start-stop.sh. Use:
ipsec addconn --name NAME rightid=...
to add the connections (deleting much of ipsec.conf)
Also add begin#/end# markers so sanitizers can find
ipsec commands being run by the script.
Delete ipsec-start-stop.sh as no longer used.
