ikev1: drop CISCO_SPLIT code skipping first SPD
Fixing CISCO_SPLIT in the v5.x code base will mean
using IKEv2 and multiple selectors as a starting
point. And that means not skipping the first selector.
A starting point is to consider:
leftaddresspool=1.2.3/24
rightselectors=4.5.6/24,7.6.9/24
and the IKEv2 scribble functions.
Also note that, per #633, the code's been broken since v4.6.
