libipsecconf: Merge change send-no-esp-tfc=.. to enum yn_options
close #2207 replace "send-no-esp-tfc", kv_conn, kt_bool
Internally, rename the field to the more meaningful mouthful
.send_esp_tfc_padding_not_supported so it matches RFC.

.send_esp_tfc_padding_not_supported
Match name in RFC (and shake head at RFC's use of a negative)
Also update variable names in connection and state
DO NOT update the ipsec.conf keyword and documentation
i.e., send-no-esp-tfc= remains
