Merge ikev1: add cisco-split prototype behind
cisco-split=yes+cisco-unity=yes
Interops with racoon, but not fortigate.
ref #633 VPN only partially works with libreswan version 4.6, but works
fine with 4.5
ref #2230 split tunnel not working

ikev1: on server send selectors in MODE_CFG CISCO_SPLIT payload
Instead of the first SPD's local selector. They should be
identical. (esp since IKEv1 only allows one selector)
