Merge ikev1: update cisco-split
- parse cisco-split= and not cisco-unity=
- on responder allow subnet=a,b when split
- on responder accept Quick Mode proposing lease<=>%any when split
- add tests

(vs send-cisco-split= from branch)
- pickle string
- allow IKEv1 selector=a,b when cisco split
(notice how test is moved to after everything
has been extracted)
