libipsecconf: remove magic %forever aka 0
It was used keyingtries=%forever, but that option is gone.
Other places it could be used are:
ocsp-cache-size
ddos-ike-threshold
max-halfopen-ike
ike-socket-bufsize
seedbits
nhelpers
nflog-all
tcp-remoteport
metric
but don't make sense - tcp-remoteport=%forever
close #2183 ipsec addconn --name connname --ipsec-interface=%forever
