Merge ipsec add: offload DNS lookup
... and then add the connection
the helpers, while generic, only have a pool size of 1
there's a follow-on patch to enable more helpers and
merge the second helper pool
close #2523 offload %defaultroute code during connection add
note #2529 add helper pool that works with anything

server: add helper.[hc]
It's a clone of server_pool.[hc] but doesn't require state.
For moment it only has one thread.
