Merge libswan: add optarg/ and dnssec/ subdirectories
and break things down to reduce chance of unbound being
sucked in via ttoaddress*() code

optarg: add libswan/optarg/
and split up optarg.c a little so that optarg_address_dns()
is in its own file - stops code using optarg pulling in
unbound when it isn't being used
