Merge dnssec: drop #ifdef USE_DNSSEC around dnssec config code
instead have code, internall, check USE_UNBOUND and
return "not compiled in"
close #2557 the feature USE_DNSSEC conflated with the librares USE_UNBOUND
and USE_LDNS
