testing: workaround strongSwan insisting on /usr/sbin/resolvconf
When strongSwan sees /etc/sbin/resolvconf it uses it;
regardless of any other config. This becomes a problem
when systemd-resolved is installed an not enabled.
The hack is to hide /usr/sbin/resolvconf while strongSwan starts.
