The last byte of the payload is the required pad length.  With a 16
byte block, the largest valid pad length value is 15; 23 is larger
than that.

Can we tell how much padding it used? Is it 23 mod 16? Could we be
tolerant for that? Should it be 0 in this case perhaps and we got
shipped some uninitialised value?
