Perhaps the opposite? fedora22.ks tries very hard to not upgrade stuff. This was done so that we all had a common stable base, and could avoid the very real problem where kernel-of-the-day or package-of-the-day broke the build and/or test results. Migrating to fedora22++ is a different story, but something better handled with sanitizers.
