I'm tempted to tweak this behaviour:
If $(LSW_WEBDIR) [$(top_srcdir)/RESULTS] exists:
generate the web pages
else
run the tests, but also print a message explaining that the web
page wasn't created and why
I find building a web site distracting when all I want is to get a test result.
