OK.  I never change anything but I do rebuild the setup when things
go wierd enough.  Based on superstition.

I think that I have two workers and I tested with
  make kvm-check

Whoever breaks a test ought to try to fix it.  If it can be fixed.

Andrew?  That commit is yours.  But it is a stretch to say you are
responsible for Strongswan.
