pluto: aggr_inR1_outI2_tail: correctly build ID payload for hashing
The ID payload would not have its length field filled in. I wonder why we
observed no problems?
Ahh: the hash function main_mode_hash_body ignores the generic part of the
payload header, including the length field.
Not all bugs have consequences.
