minor technical aside, use:
make all
make install
or just
make install
since 'make programs' (or base) won't build documentation that ends up
happening during the 'install' part.
'make base' does not make documentation. But 'make programs' does. That
was fixed many years ago :)
You can see it if you run:
rm -rf OBJ*
make base
make programs
The last command will show you building man pages etc.
