I've compiled it myself but cannot do it with rpmbuild -tb as it fails with a spec file issue:
[build@server SOURCES]$ rpmbuild -tb --target=x64_64 --clean --quiet libreswan-3.8.tar.gz
Building target platforms: x64_64
Building for target x64_64
error: line 291: second %prep

but I can do it by extracting the rhel spec file and building with:
rpmbuild -bb --target=x86_64 --clean --quiet libreswan-3.8/packaging/rhel/6/libreswan.spec
This is on ClearOS, a rhel look alike and generally binary compatible.
