Fatal I would imagine. You can't get a connection if pluto isn't listening. What is in your configuration files? What do your logs tell you? Have a search on the interwebs for starters eg search for something like: "libreswan Pluto listening for IKE on udp 500" This may be related, and gives some ideas on how to debug this: https://github.com/hwdsl2/setup-ipsec-vpn/issues/343
