from this - ~/opt/usr path then what and where i need to change settings.
Change the systemd ipsec.service file and add "--config /your/path/ipsec.conf"
to the pluto start command.
You might want to add others too if you want a non-custom location for
/etc/ipsec.d and /var/lib/ipsec
