What version of libreswan is this? (ipsec --version output) and
what kernel version (uname -a)
This looks like an infinite reattempt loop, Also when i restart ipsec service,
issue resolved.
It happens when recvmsg() returns -1. The log is also rate-limited, so
it's happening a lot? Could be a kernel bug or network stack bug?
Does tcpdump show receiving UDP packets on port 500 or 4500?
