Hmm sounds like it might be an Avalon Hill game, since most of thier games were based on board games? 
 
Ray I would run down http://old.the-underdogs.org/AH.htm, see if anything rings a bell.  They did resurface in the 1994 timeframe.

I am looking for an older computer game that I got to play when I was first introduced to computers.  This would be around  '94 or '95 and it was played on an "IBM" clone.
What makes this complicated is I do not know the name of the game. All I can tell you is that it was played like a board game.  There could be anywhere from two to six or eight players at most; either human or computer. Each player played in rotation, and the object of the game was to conquer the "know world".
The "know world" consisted on a number of maps you could use and you had the option of playing under a number of various scenarios from mythical times, sword and sorcery, civil war, or ever world wars I & II.  Each player had a leader which was in command of his main army and could have special capabilities or "tool". You were also awarded secondary leaders once you had achieved a certain level of success.  The object was to conquer all the other cities in the world until there was only you, your hoard, and all your cities. Then you had won.
There were some other more specific details of the game:
like the cities each made a specified type of "asset" which could be modified under certain conditions ($) and your leader had the ability to go around to "shines" and other special sites to gain money, attributes, or special "tools".
That is about all I can remember of the game except I have never played a computer game I liked more and would love to find it.
Please help me if you can, or refer me to anyone else you can think of who may be able to help me.
