That is more of a Google question. 

Strictly speaking, the content you present to the Google search engine is
supposed to the same as what users see. If you place alt content which the
(flash) user never sees, then it is not "white hat" SEO practices. If the
alt content does match what the user sees by navigating the child swfs, then
you are probably within acceptable terms (best to follow up on a Google/SEO
forum though)

Hello!
My website is made of 1 main INDEX.SWF that calls into a container the
other swf's (bio.swf, video.swf ecc).

My question:
If I write the INDEX.HTML file in a way it will contain the alt
content of ALL the pages in the site (instead of writing a separate
HTML for every web page) , will it be a violation of google rules?
