I understand, but really you have to consider it a IE7 + your swf file
issue. This issue does not occur on other swf files so you cannot correctly
isolate the issue just to IE7.

As much as Flash player is supposed to be cross platform, I have come across
many issues (as have others) where the players behave differently on the
same swf. This seems to be one of those cases.
