You have a few options here (which are really at your discression as to what
works best for you). This depends on what else happens on your site (e.g. do
you use js elsewhere on the site in which case users MUST have js to use the
site etc)

1. Use ststic publishing. This will still display Flash content to users
without js, but with Flash player installed. No Flash player version
detection can take place without js.
2. Adobe actually use SWFObject in various products. They have modified
their insertion script to attempt a) js embed through dynamic publishing b)
fall back to static publishing within a <noscript> tag.
3. just have different alt content in the <noscript> tag
etc
