Static publishing does not get around the click to activate issue. Are you
running an old build of IE which has not been updated? My understanding is
that all current builds of IE ( 6/7/8) have now removed the click to
activate requirements.

You will need to use dynamic publishing if you are running / have to run an
old build of IE.

Also, if you are testing locally ( as a file:// rather than on a web
server (http:// etc)), then a security warning can pop up. You can get
around this by placing your files on the web server and testing on the
server rather than on your local machine.
