You might be able to use the callback function to see if the swf has been
successfully written to the page to differenciate, but I am thinking that if
the alt content is being displayed, that the browser is reporting that NO
flash player exists, in which case there is not way to tell the difference
between your client's extension and a browser with no flash installed.

At least he is getting the alt content, and knows that he needs to enable
Flash to see the content - doesn't seem like a bad outcome to me :)

No, there is no way (through swfobject or js) to "turn on" a plug-in with a
button in a web page. This would open up a huge security hole! ( I am
thinking that you too would not like a remote website to be able
to arbitrarily execute code / instructions on your machine :)
