So it looks like IE might be being weird because you have you swfobject
definitions inline with the page, rather than in the <head> section where
they belong. When I look at the generated source after refresh, I can see
the <object> definition for your flash file, but the flashvars are empty.
Your flash file is there, but because there are no entries for the tag cloud
(and using wmode=transparent), it looks as if it never got written to the
page.

The other thing is that IE can be strange with cahe (hence why it works on
1st view, but not again until you clear cache and the re-view)

some things to try:

1) move your swfobject definitions into the head where they should be
2) if IE is being weird because of cache you can try:

a) tacking on a querystring param to the swf location
like swfobject.embedSWF("tagcloud.swf?r=" + new Date().getTime(), .......
b) specifying thew swf at a absolute path, rather than relative
