You cannot customise the Adobe ExpressInstall dialog once it is shown. You can write your own express install swf with artwork etc (and to decide what logic determines if the dialog is shown or not (or fails)).
The expressinstall area NEEDS TO BE >= 214w x 137h otherwise it will fail to show at all!
