Hi JD. SWFObject is released under MIT license ( http://www.opensource.org/licenses/mit-license.php), so as long as you acknowledge the original authors then you can use and modify the code to your hearts content.
The SWFObject detection model is tested and proven, so the basis for a generalised plugin model is there. In terms of what code is required, it depends on what level of support you want to have in your own library. I believe the 2.x codebase only supports IE 6+ now... Go well on your project.
