Well- pdf2swf is capable of producing such output, but there's no command-line
option
for it (yet).
There's a workaround, however:
pdf2swf -p1 file.pdf -o page1.swf
pdf2swf -p2 file.pdf -o page2.swf
pdf2swf -p3 file.pdf -o page3.swf
pdf2swf -p4 file.pdf -o page4.swf
pdf2swf -p5 file.pdf -o page5.swf
swfcombine --cat page5.swf page4.swf page3.swf page2.swf page1.swf
