yes, I'm preparing an opensource Windows GUI which can
create webserver-ready SWFs/HTMLs with just a few mouseclicks.
It'll be released in a few days.

The viewer (paging GUI) is not as good as Scribd.com, though- I think so far the best opensource viewer is fdview.
