Same problem here, in both debug (9,0,28,0) and non-debug (9,0,115,0) versions of player. Movies just won't stop looping. In my case I load AS3 SWF from another movie, so what Matthias says about "the stop_fla Actionscript code doesn't work on all levels" probably makes sense...
