I guess swftools is absolutly the wrong tool for you as your question
doesn't have anything to do with swf ;-)
I'd say that Ghostscript might be just what you're looking for.
Another way might be ImageMagick/GraphicsMagick which also feature a pdf
to jpeg convertion IIRC.
