Yes, the next snapshot will be able to do that, by swfcombine
postprocessing:
swfcombine -d --local-with-network file.swf -o file.swf
That new swfcombine version will be available in a few days.
(If you need to change files right now, you can also do a
"swfcombine -d file.swf -o file.swf", and then (using a hexeditor)
change the first occurence of the hex byte 0x08 to a 0x09)
