[Swftools-common] Running swfcombine using a normal user account on Windows Server 2003

I would like to schedule swfcombine under a normal user account on
Windows Server 2003.  However, it won't work unless the user is a member
of the "Administrators" group.  What privileges do I need to grant a
normal user?  This user is in the "Users" group and as a result has
"Read and Execute" privileges to "C:\Program Files\swftools"
