Versiom 1.38 of MegaZine3 is licensed under GPL and free for commercial
use, supports many features and uses swf pages (plus .jpg, .png, .mp4,
.flv, .mp3, ...):

Version 2.x is even more feature rich, OpensSource and free for personal
use, but a license is needed for commercial use.

Both versions are AS3 and XML based, supporting JS; no drag and drop but
XML configuration.

PS Somewhere I have a scrap of compilable sc code which is a variation on
a basic frame viewer that does exactly what you want. Wish me to locate
