Really, what you need is a reverse engineered version of swf2jpeg. Maybe someone will get round to it? ;o)
How about a short swfc script to grab the swf frame, then swrender to output the graphic ( converting to jpeg if you have to - why jpeg? - with gimp command line or some other )? Or, as Ben suggested, Gnash on the command line?
