If you've got two frames, then you've already stacked them together.
freepaper2.0.9.0.swf only has one frame, ID0, not two:

swfextract freepaper2.0.9.0.swf
---------------------------------------

You are extracting png ID 18, then turning it back into an swf.

swfextract -o 18.png -p 18 freepaper2.0.9.0.swf

png2swf -o ID18.swf 18.png

So now what?

Incidentally frame assets are usually referred to in the manner,
#2=file.swf.
