[10] RFR: JDK-7020860: BasicTreeUI contains getters/setters with unclear spec

Hi All,

This is a revisit of update in BasicTreeUI spec. It is same as previous 
webrev with only modification of isRootVisible() as per the comments 
posted last time.
ccc also seemed to be approved.
