Now adding this line, jtreg seems to prefer this new line and doesn't see that it should be ignoring the test on windows under the other ID. So you can only exclude a test under one ID .. even if failures are on different platforms and the causes are unrelated. There's some noise in here as I moved the swing tests added last time to be listed
next to other swing tests and grouped a few other tests together.

The biggest additions are a lot of failures on linux that are filed as just a few bugs since they are likely the same underlying issue - probably a product /platform issue
and some tests that jtreg says have errors.

Most of the Windows additions here are tests that timeout for a variety of reasons.
