This started out as wanting to problem list a few tests that left windows open or otherwise did not terminate. And these are in there, but I also tried to clean up
most of the reproducible Linux failures I see on Ubuntu 16.04.All the problem listed tests fail when being run one per jtreg invocation and
were repeatable. -phil.
